There's a guy who lives in a trash can
And that trash can was designated for non development which has thwarted at least one developer (Ronald Grump) from gentrifying Seame Street. This is canon.
Edit:Having checked the wiki. Oscar has defeated multiple developers named Ronald Grump.
That block is zoned for multi-family residential development and freeganism.
