Doesn't need to be a false flag specifically - just being able to get in close before beginning operations is advantageous.

Notably, in the trials after WW2, it was decided that wearing the uniform of an enemy (not that a keffiyeh is a uniform, but just using this for example) was not an offense so long as the uniform was removed before engaging in combat. Engaging in combat would have been perfidy, which is illegal under the laws of war.
