How about decrease pay and working conditions so that when a baggage handler suddenly gets money "from somewhere" it becomes more obvious?

Would this be done instead of having the smuger being fired and indicted? If so, this would significantly reduces the risks for smuglers. They would just get bribes that are worth risking the cut in pay.
