I had a narcissistic parent growing up who loved to promise things.

By promising things, they can feel better about themselves because they had the intention to make things right, and that's often enough self-satisfaction in itself to make them feel better about their own actions and abuse.

I don't think that's exactly what's going on in politics, but it definitely has that feeling down here among the unwashed masses struggling to survive.
