You do a fair election first then you write the constitution with all the Palestinians factions without foreign interference . Democratic Front for the Liberation of Palestine and Popular Front for the Liberation of Palestine for example was not included

They're planning on elections.

Abbas has pledged in letters to world leaders to hold elections within a year.

Hamas has pushed in talks with Egypt and Fatah for elections to be held within six to 12 months of a ceasefire.

And just because certain factions were left out, doesn't mean they still can't submit their proposals.

The Palestinian news agency WAFA said the committee includes “national, political and social figures as well as legal and constitutional experts,” with representation from civil society and women. Specialized technical sub-committees will also be formed. An online platform will be created to collect proposals from Palestinians at home and abroad.

The article didn't say there will be an election then the constitution will be made . It said Abbas who is very unpopular is going to assign the committee and France will be part of it. A constitution need to represent everybody . I trust action more than words Not including certain factions means that the PA is the action which make me doubt the words

I doubt they're gonna roll out a new constitution a couple weeks from now. It could be well after the elections just as you wanted.
