If a person won't read on their own, invite them to a regular study group and read with them. Ideally you can organize groups of 10 students max. Make sure your teachers have a good grasp of the subject matter and enjoy engaging with students.
Not the easiest thing to do, but giving people support is the best way to help them learn. You can't just throw books at people, that’s what's coming off as snobby.
