The Barney and Betty Hill incident [1961] was pretty pivotal. It was widely publicized and made into a movie. MUFON was founded within that same decade and somewhat “institutionalized” the basic narrative. I think you can also tie the Kennedy assassination into the developing of a “conspiracy culture,” which allows these kinds of ideas to flourish.
