It also requires being from a "recognized university", which might mean HYPSM, T20, T50, or just accreditation. I'd imagine it's more focused on the T20/HYPSM schools, because companies will probably only hire foreign applicants who are notably better than Chinese ones. Chinese education is significantly harder and more competitive than American education, and the bottom ~20% of young Chinese STEM degree holders are unemployed, so the competition is very stiff without strong name recognition.
