Technically he's only threatening to punish them for breaking the law. If they ponied up before, it's because they knew they were breaking the law. And all of the big players always break the law, it's just a power and influence game to see how much it will cost them.

Ummm, no. He's threatening them with another lawsuit, knowing that they'll settle again. This is extortion...not law enforcement.
