No it is exactly what the comic is saying.
Racist believe in being superior because of external characteristics. So if they believe in it even a little bit, reprimanding them would make them a bigger racist.
The comic is dumb. It feels like a fascist dogwhistle saying that fascism is also a valid viewpoint.
PBF literally made a comic that's in this very instance about how being a Nazi is bad. I think he's not dog whistling here.
