I mean, there have been at least a few instances of humanitarian missions that actually help

The fake vaccine campaign helped people. But as a consequence of associating vaccine campaigns with US assassination campaigns, it forced a bunch of countries to kick out people they were afraid might be spies and saboteurs.

I just wouldn’t characterize “every one” of the campaigns to be about murder

Every one of them is a prelude to murder.
