Guy in military clothing with an American flag on his shoulder burns an American flag in front of the white house while being filmed by bystanders.

Apparently the EO declares burning flags in protest to be "incitement to riot"

No... see it incites a riot, it never said that riot was at that location. I'm assuming there was a riot somewhere because of this obviously
