Lithuanian SS unit wasn't created, because of very high level of desertion in previously organized Lithuanian units. For the same reason Ukrainian recruitment into SS was limited to Galizia, as the rest of Ukraine was very hostile to Germans. And collaborator SS units were all infantry.
