Maybe I'm misunderstanding something, but for that refresh rate it should have like 13ms frame time, but with 100ms this'll be a smeary mess
But completely usable to even scroll a document.
From human perception pov: the movement would be seen, the readability however would need to wait up to 0.1 seconds.
