Yes! That's exactly what I was thinking - if this was an organized demonstration where a disciplined group could sit down to be arrested for the cameras, it would be effective propaganda. It can't just be something some big ideas jackass on their computer thought up, with zero connection to the movement on the ground.
You can tell this person has never been in a protest with a police crackdown. Sitting down while being stomped on and tear gassed (because that is what would happen) is an act of discipline, not just some cute display for the cameras.

An organization could then take this propaganda and rub the pubic's nose it, ensuring that they actually see and understand it.
