He is announcing it, so that way he can hear all the commentary to see what is going to happen because he has no clue. Total Taco move.

Pretty sure every university legal team in California just refined their filing for an emergency stay and suit against Trump for even thinking it. I'm curious if it will take less than an hour to get an injunction.
