This may be anicdotal but I personally know three millionaires that keep their primary residence in Florida and have a second residence in Massachusetts specifically to avoid Massachusetts capital gains.

if they still live primarily in Massachusetts, then they're just evading taxes and did not flee the state

They spend exactly enough time to be Florida residents and not a minute more. One couple "lives" in Florida while they travel the world via cruises. Then come back to Boston for baseball season so they can use their season Red Sox tickets.

They are very intentional about the whole thing.

Even if they get caught, rich tax evaders who get caught often settle for a fraction of what they owe.
