Nope. They simply want to say "yes", but they are willing to say "yes" only with conditions that they are actually okay with. If they demanded any less conditions, and then their "yes" would actually be accepted, they would have been in trouble. They don't really believe Ukraine would ever accept that deal, they just needed to be able to show that "we did say 'yes' to the armistice deal!"
