Let me guess:

  • Bidding process gave work to the lowest bidders regardless of wether it was possible to do the work for that price.
  • Government kept on re-evaluating decisions leading to a stop/start culture and a fear of committing to the work.
  • The above leading to a bunch of missed dependencies and work needing to be redone.

Now off to read the article.

Edit: not a million miles off, but "starting before the plan was mature" wasn't on my bingo card.

Meh, potato, potahto, kind of just another way of saying the same thing. Bureaucracy always suffers these kinds of challenges, government even worse than businesses do.
