Why would he think that nonbinary people exist? What about anything he's ever said, done, or dog-whistled about ever suggested that he was the kind of person who believed in or gave a shit about anything but the simplest wrong answer to any question?

He's probably incapable of knowing much. That's what a career of politics will do to you. Buddy hasn't ever had a real job or any real world experience, so he's never experienced anything involving real people. That's how those theocracy people operate, they pretend like the worlds this sterile little bubble full of white people that only look and think certain way.
