Iran and the DPRK are in no position to allow Russia to do anything.
North Korea could not have been forced to use their troops to attack Ukraine if Kim Jong Un did not want them too. Iran I'm guessing did not care which hospital their weapons landed in.

I’ve seen the reports. They say those troops are in Russia. If they’ve done anything to date, they’ve defended Russian territory, in Russia.
