He's Peter Thiel's property, so he'll do whatever he tells him to do. And Thiel is a weird, evil and intelligent man. A Vance presidency would probably be less insane and more calculating (for better and for worse) than Trump at least.
I think Vance would consider consequences. He wouldn't drop a nuke on a whim.
