No, it's from this old cartoon
When you eat sandwich the usual way - you mainly taste the bread. When eating russian sandwich (without top) upside down - you place meat, salami, sausage, cheese, etc. directly on your taste buds.
It is silly, but it does feel tastier.
I'm gonna try this.
