Why are the French the way that they are, I feel like every 50 years for the last 500 years they've discovered a new way their government doesn't work

They never fully replace the system so Capitalism does what Capitalism does and the French have to light the whole place on fire every few years while they slowly lose more and more privileges.

Once your society is ruled by rich elites it is incredibly hard to replace them while they have the money to stop you.
