I don't get it
It's from the 80s movie classic Better Off Dead, which contains a running gag about a newspaper delivery boy chasing the protagonist throughout the movie trying to collect the two dollars subscription money he's owed.
In the original comic, which is used for a lot of Nancy edits, she goes to the bank to get money to go to the circus. The banker decides to go to the circus with her.
In this version she goes to the bank to get money and encounters the kid from the movie Better Off Dead. A classic '80s John Cusack film. In it the newspaper boy chases him down repeatedly to recover a debt of $2. So in this Senate she sees that the judge is the kid that wants $2 and decides she is definitely not going to get that loan.
If you haven't seen the movie Better Off Dead yet then I highly recommend it. It is unlike any other movie and you will wonder how it ever got made.
