Seven federal appeals courts have held you have a First Amendment right to record police. All are still good law. So how do the people who film police keep losing?

I'm an attorney. I went looking in the paperwork — insurance bulletins, police training manuals, statutes, court opinions, IRS filings, union statements. Nearly all of it is public.
