Whenever people like that give warnings it means it's the right thing to do.
Currently instagram users are overwhelmed with ads and posts from accounts they don’t even follow.
I swear Instagram started adding random accounts to my following list, from time to time I see posts from random meme accounts and I'm somehow following them, Even tho I only follow people I know IRL.
I've never seen that I'm following accounts I don't know, but there's a ton of the "Suggested for you" stuff.

I live in Australia, and the banning social media for kids thing was idiotic, but it was set in motion by the previous conservative government and was unfortunately popular with the voting public
This is the current, vastly better, government trying to make lemonade out of lemons by turning that shitty legislation into something actually helpful
They know kids are getting around the ban, so they're working with it rather than trying to waste time and resources repealing shit legislation
Like with cookies, they will undoubtedly find the most unusable and malicious form of "no algorithm" allowed under the law.
It's not a warning, it's a threat that they plan to follow through on.
