Japan has just unveiled major policy overhauls and draft guidelines to significantly tighten its immigration control, permanent residency, and residency management rules. The proposed changes enforce stricter financial, social, and integration benchmarks aimed at curbing public assistance dependency and ensuring compliance. These are the key parts:

■Income Threshold: Applicants must prove household income consistently matches or exceeds the average level for Japanese households.

■Pension Benchmark: Projected pension benefits must align with 30 years of contributions to the corporate employee pension system (kosei nenkin), or be offset by equivalent financial assets.

■Spouse Visa Timelines: The required duration of marriage and continuous residence for spouses of Japanese nationals or permanent residents is proposed to increase from 3 years of marriage / 1 year of residence to 5 years of marriage / 3 years of residence.

■Language & Rules: Applicants must demonstrate functional Japanese language proficiency (independent user level) and understanding of local laws.

■Revocation Risks: Draft rules move toward allowing authorities to revoke permanent residency status for individuals who intentionally and repeatedly fail to pay taxes or social insurance premiums.

■Implementation: The guidelines are planned to take effect starting April 2027.
