the high speed rail index might be useful than GDP, big mac index, or democracy index.

"As revolutionaries, we don't have the right to say that we're tired of explaining. We must never stop explaining. We also know that when the people understand, they cannot but follow us. In any case, we, the people, have no enemies when it comes to peoples. Our only enemies are the imperialist regimes and organizations." Thomas Sankara, 1985

Absolutely historic times we are living in. But good for the DPRK. Outstanding achievement.
I clicked on this so excited for news and then... 💔
But in all seriousness, looking at the pattern of development, you have the fifth and final stage of the Hwasong District in Pyongyang currently being built. You have the 20x10 Regional Development Project, we are in its third year and it will be complete by the end of 2033. Not to mention factories, hospitals, schools, farms, and all sorts of things cropping up around the country.
I can't help but feel that after all this work is done, the next phase will have to be transport. Which admittedly they are building new roads everywhere as well, but I recall Kim Jong Un mentioning to Moon Jae In that the DPRK railways were in an embarrassing state.
I watched a docu-vlog on YouTube regarding the Lao HrSR and the Lao team actually being students in Chinese universities learning about building HrSR. It makes sense that there are an educated group of DPRK citizens who may have already studied this in China or are in the process of studying it, and planning for an improvement in rail.
I could personally see a HrSR line between Sinuiju and Pyongyang and then another one between Pyongyang and Wonsan to start with, with the rest of the rail network being upgraded.
I rode hi-speed rail in socialist Laos, a country that the US also tried to bomb into oblivion.
china and the dprk officially makes humanity immortal with new medicine derived from licking your teeth twice and sells the medicine for 0.2 dollars while the US celebrities only letting white refugees in
