E4 mafia is probably more accurately represented by Jurgen from the Ciaphas Cain novels.

A low ranking soldier who somehow always scrounges up unlikely tools, weapons, food and booze.

As they should. The lower enlisted can get away with being young and dumb if caught. The E-5 and above have plausible deniability. However they can point out that Schmuckatellis actions allowed a mission/op/whatever to be completed and will counsel them to pinky promise never doing it again.

Because those more senior enlisted have all played that role before as well.
