Sure, and VR gaming is a form of gaming. It seems arbitrary to decide what types of gaming is "needed".

Depends on the game. For high twitch first person games you will suffer some amount of accuracy handicap at 30 compared to 60. A relatively small amount, but I think noticeable for most people who are at a decent skill level.

If it's not at least 60 fps, it hurts my eyes as far as games go. Movies and TV are fine at 24 fps, though higher does generally look better but not needed.
