Who are they expecting to lay mines? They already said they destroyed the whole mine laying fleet weeks ago.

Any small boat can carry one and toss it over the side. A mine laying boat is easier, but you and one friend with a common fishing boat could do it.
I mean, there are a lot of out of work Americans that would be willing....
Not sure how one kills a boat. But I guess now the US Navy will be doing their best to do so.

Kill is the common turn for any dquipment that no longer functions. Short for misson kill.
Sure, and inactivate is the term for viruses, which likewise by standard definitions never were alive. It's ok by me, I'll probably take issue with most anything coming out of that mouth, and the current executive branch. Are you ok?
