It's not a PhD but the Centcom commander "is a graduate of the U.S. Naval Academy and earned a master’s degree in Strategic Intelligence from the National Intelligence University. He studied international relations at Harvard and Tufts Universities," so while I'm not a fan of him or anything, on paper at least he's not as totally unqualified as the the other three morons.
