That's not wage theft. Wage theft is when companies refuse to honor their contracts with their employees, either by withholding salaries, not paying overtime or illegally preventing employees taking days off.
Raises not keeping up with productivity increases is a real but separate problem. Wage theft is a common thing unfortunately, and in most countries isn't litigated often (even in the EU).
