Top panel: an authoritarian empire is trying to force peaceful, indigenous peoples out of their home and massacre those who have not fled. Joshua Graham responds by exterminating a band of able-bodied, weapon-bearing warriors without accepting surrender, thus guaranteeing the security of the Sorrows and Dead Horses.
Bottom panel: a republican army commits a grave war crime due to miscommunication and a lack of accountability during an otherwise legitimate operation against a violent, drug-running nomadic gang. Oscar Velasco responds by sniping unarmed refugees who had nothing to do with the attack on the camp, which does nothing to defend or improve the position of the Great Khans.
I could hardly fault Velasco if he was only shooting uniformed soldiers and not refugees.
