They are Konzentrationslager (concentration camps) they are just not Vernichtungslager (extermination camps). Every extermination camp is a concentration camp, but not every concentration camp is an extermination camp.

Well that's easy, it's technically a "Border Patrol Station and migrant detention facility". Just like the people working there aren't Nazis as they're not members of the NSDAP.
