You aren't getting it. Once they build the Concentration Camps, they intend to use those people as prison slaves to build the roads, bridges, and trains.

Finally a jobs program, and a place to house people for the rest of their life! There will probably be inspiring messages like "Work will set you free" plastered around as well.
Lost your job permanently to AI/Robotics? That's okay, the government will give you a place to live and food. All you have to do is live in this lovely camp, and perform whatever work you've been leased to some corporation to perform.
