When contacted, Denver police admitted that the drone belonged to them and was part of a four-month first responder program, on the way to the scene of a call about a suicidal person near to the apartment.

Can someone tell me what a drone could do to help a suicidal person?

Usually the altitude indicates height above the home point, so if the police launched from down the hill, ascended to 200ft, and flew towards the hill, the drone would lose distance between the ground and the drone while still showing "200 ft"
