They can. It wouldn't work, but you could definitely fill a nuclear reactor with coal.
Don't ask how you dispose of the radioactive coal, or ever get that reactor to work again. Those are problems for the next idiot in charge.
With thick black smoke like that they could pass as the Kuznetsov
I'd make a "clean beautiful coal" Trump-style joke in the title but every time I tried it just made me sad and nauseated.
It's not the worst thing about Trump's government, but it's a problem that after we think of jokes we have to look up if they happened or think hard if they could happen.
