There’s a storm coming. Like a really bad one. People will be too cold to go out and protest.
Once the storm passes, it will still be cold.
From combat experience, Gatling guns, bazookas, mortars and most artillery fire produces heat after they fired rounds. It’s ideal for cold people to warm their hands.
Just in case it doesn’t get warmer or peaceful protesting doesn’t accomplish anything.
