For anything with a decent amount of text, I would use Scribus over Inkscape.
I've used Scribus quite a bit. It definitely feels dated, but still works great. And it has features for things like non-rectangular text areas, and it does stuff like color indexing which makes it easy to change colors easily late in the design process. It is a bit clunky to work with though.
Another option is LibreOffice Draw. I mostly use it for editing PDFs, but it likely has lots of the same features.
