Well, the answer is they did.

ICE was in Chicago before MN. The difference was that when ICE murdered someone in Chicago it didn't get plastered over the news to the extent Renee Good's execution was, and the subsequent pushback has been much stronger from the community--for better or worse this stronger reaction was likely because she was a white woman and US citizen.

Then combine trumps general plan to escalate things because he ultimately wants to declare martial law and never have another election again. But Trump did try to deploy troops to Chicago first and has had that challenged
