How in the actual fuck did she still have a drivers license or a car?
This is the fault of the police for failing to notice a violently-obvious pattern.

I live close to a two lane roundabout and there is not a day where someone doesn't use the wrong lane, doesn't care and just merges without even looking. It's comical how often it happens. The other day a bicycle was involved and he almost got run over. I honked, because i was super sure he didn't even notice. The cyclist then stopped at the edge of the road, to curse him out or because he got shaky knees, idk, and i was behind the guy, and he almost ran him over again, because it looked like he was looking at his phone. It's pretty nuts how many people can't really drive or just don't care, because other people watch and go out of the way for them.
You don't need a license to drive a car. All you need is access to one. In NY State at least, you don't even need a license to just own a car, although you do need one to register and insure it. Unless you care about the law, there's nothing stopping you or anyone from driving.

Because driving is treated like some sort of fundamental human right.
[Driver] was found at the scene with numerous illegal narcotics and packaging materials commonly associated with drug distribution...
Police say she has previously been arrested over 100 times, has more than 82 court warrants that have been issued for her, and has received 40 traffic citations.
So, prison, right? Right?
If being arrested every other month for two decades isn't enough to correct behaviour, it's time to throw the half measures out the window.
At what point does it stop being accidental?

They're incidents..

Did he apologize?
