I can think of two reasons: they’re either victims or co-offenders. I guess the former is better?
Victims -- maybe, I guess. I don't see them making the speeddial, but I could be wrong.
Why are there tiny heads mounted to the wall in the dentist room, and why does one of them have a Hitler mustache?

The Hitler moustached one is Oliver Hardy and the one to the right is Stan Laurel. Those heads used to be everywhere in the ‘80s.
