Maybe if you put a telephony connection on a raspberry Pi with a physical power plug, then used a USB headset? IDK if phones like you're asking after exist since it's kind of a step back towards reliance on physical connections.

- No piracy. Period. Don't care about your beliefs.
- No gray-area or illegal exploitation such as bypassing Google FRP, permanently locked bootloader, rooting un-rootable devices, bypassing lockscreen, etc.
- No sharing APKs or related executable software. See rule 4 for more details.

- No Android v. iPhone discussions. We also do not tolerate slander or bashing of both devices and their respective ecosystems.
- No shilling. We will call you out on it and take action. You can calmly and respectfully make suggestions, even to other devices or ecosystems like iPhone. Nothing more than that.

- No discussion/promotion of controversial or scam devices such as Librem (Purism), Freedom Phone, etc.

it needs to be a smartphone with android
What is your goal? technically any Android phone can do it, just remove the internal battery. Some might complain, probably most will complain, but they will start and work
do you have example of such devices?
So, the last time I actually did it was quite a while ago while reparing my old google pixel 3a. I was testing the new screen before putting in a new battery and closing it up. But as I said, I am reasonably sure any android phone will allow for this, specifically for repairs/disaster recovery etc scenario.
Also, since I don't know your actual requirements, you might wanna consider powering it through the battery connector. you can find premade adapters for some phones on aliexpress, or can rip out the BMS and solder a power supply to it. But thats more involved, and USB Power will absolutely suffice
