I don't understand why something like Vegas gets a special livery but historical and prestigious races like Monaco don't. Same for Miami

Sorry that exactly what you asked for wasn't good enough. How about Red Bull's special Japanese livery or Alfa Romeo's special Italian livery?

What's Vegas for Ferrari?
Monaco has a cult following already and doesn't need the hype. Vegas and Miami are newer and still trying to justify their place on the calendar. It's a marketing strategy.
FWIW Charles had a special race suit for Monaco this year. Definitely more driver oriented but still coordinated with and approved by the team. It's not a livery but it's something.
Yeah also Monaco is his hometown. I'm talking about spending untold thousands of euro for stripping the paint from carbon fiber and repainting

IT's Ferrari, they don't change their iconic look too much.
