I'm going to lay at least partial blame for this at the feet of dumbass reporters looking for a story repeatedly giving him ideas and downright nagging him to do something horrible.

Reporter: "Mr President, are you going to [do horrible thing]?

Trump: "Well, that's something I hadn't thought of, but I could if I wanted to."

The following week.

Different Reporter: "Mr President, last week you said you could [do horrible thing]. Any progress on that?"

Trump: "I'm considering it. I could, you know."

The following week.

Trump: [does horrible thing]

Reporters: [excitedly running to the news desk] "I've got a story!"

The Story: "Trump [does horrible thing] [shocked Pikachu face]"

The conversation could be more along the lines of,

Reporter: "Mr President, polls show a majority of Americans want Universal Healthcare, and think the billionaires should pay for it. What are your thoughts?"

a week later

Different Reporter: "Mr President, a poll released yesterday shows a vast majority of Americans would absolutely worship you if you made billionaires pay for universal healthcare and UBI, instituted ranked choice voting for all elected offices nationwide, and outlawed gerrymandering. Why don't you want them to worship you?"

Looks like he believes in some sort of "sex offender karma". If I, a sex offender, pardon other sex offenders, then one day I also will be pardoned.
