Can he actually do that? My understanding is the arrangement is with the local governing bodies not federal governments.

But then it's FIFA and Trump so who knows.

He has become the law, he does stuff even if it is not allowed. I wouldn't be surprised if he did.

He sure as hell shouldn't be since it's none of his business but since all branches in the gov and SCOTUS are filled with sycophants, he will whine and threaten and bad mouth till he gets his way.
