If I have a Vanilla prepaid Visa for example, how can I max out the money I use on it. I have a $50 one for example, but when I try put $50 on my mobile service provider account, the card gets rejected.

At retail stores i ask if they can charge the card amount first and then pay the rest separately.

I did not retail stores can do this with cards. I'm not even sure how knowledgeable the employees know how to do this.

You should be able to at most. I've done it at Costco most recently, but in the past I have for grocery stores and chain restaurants like Swiss Chalet as well. At small local independent stores, the cashier just types the amount to pay in the credit card terminal anyway, so it's very easy if you know your prepaid card balance.

I use Amazon to convert them fully into Amazon gift cards. Probably won't help with the mobile phone bill but it does empty the pp card fully and without fees.
