Heyyy I asked this on reddit and they were not kind or informative so i figured i would try here. I want to switch my 9 over to graphine but this bit is greyed ouy. Is there a way I can make that setting accessable?

Return it. Buy directly from Google. Their "unlocked" phones are confirmed carrier and bootloader unlocked.

Your carrier (T-Mobile, Verizon, etc) has locked your phone to 1: only use their service and 2: only use stock pixel os

As far as I know there's nothing you can do except wait until it is unlocked from the carrier, which usually happens after some period of time or until the phone is paid off.

I also don't know if this will actually allow you to unlock your bootloader but the note on the screen suggests that it would

For most carrier, even if it is "carrier unlocked", it will still be locked to stock android.

This is the difference between "factory unlocked" and "carrier unlocked", the former allows unlocking of bootloader, while the later doesn't. Both of these can be used with any carrier you want.

Many online listing (especially refurnished) only state "unlocked", which makes the situation very confusing.

People have had luck saying somethings like "My company work phone requires OEM unlocking. For my job, this phone needs to be unlocked."
